[ In accordance with guidelines of the International Civil Aviation Organization (ICAO),
the Government of India has introduced a new system of Machine Readable Passports. Under the new
system all Indian passports will be issued at a central issuing office in New Delhi. The Embassy
of India in Dublin would not issue passports. All applicants are requested to register online at
https://passport.gov.in and to bring a print out of the registration, along with application,
prescribed fee and 3 passport-sized photographs (3.5 x 3.5 cm) on a white background to the
Consular Section of the Embassy. The Embassy will electronically transfer the data to the
Central Passport Issuing Office. The Machine readable Passport will be couriered from India
to the Embassy for collection by the applicant.
The whole process may take 30 - 40 days; all applicants who need to have their passports
renewed may therefore apply well in advance, to avoid visa problems due to delays in passport
renewals. Please note that processing of passport applications manually filled in could take
an additional one or two weeks. Online registration by passport applicants is therefore
strongly recommended.]
1. General
1.1 Basic requirements for each category of service are listed below. (Additional supporting
documents/information may be required in individual cases and would be intimated accordingly.)
1.2 The application form should be filled in carefully and in block (capital) letters (when filled in manually).
Incomplete/illegible entries will delay the application.
1.3 Applications (and Passports) sent by post should be sent by registered mail,
with an indication on the envelope outside if it contains a Passport, along with
one self-addressed envelope stamped for registered mail to enable the passport to
be posted back to the applicant. Postal despatch would be at the applicant’s risk
(of loss or damage in transit).
1.4 Applications are processed strictly in order of receipt.
(Online registration will have priority). Approximate time taken is
indicated below against each service. Applicants are requested to await
an intimation from the Embassy for collection of their passports.
1.5 Documents can be collected from the Embassy’s
counter between 1600 hrs to 1700 hrs after intimation from the Embassy.
2. Documentary and other requirements for passport services:
2.1 New Passport,
can be applied for up to one year before expiry of existing passport: (processing time 4-6 weeks)
2.1.1 Print out of on-line registration form filled in, along with the
prescribed fee(bank draft/postal order) Please remember that manually
filled in application forms take longer to process.
2.1.2 Existing passport (including all additional booklets,
if any) plus a photocopy of each.
2.1.3 3 Recent passport size photographs.
2.1.4 Copy of Garda (GNIB) Card/valid Irish visa.
For the First passport of a newly-born child, please see Section 3.3
2.2 New (additional) booklet (if visa pages are exhausted) :
Appending of additional booklets to the passport has been discontinued;
a new passport with ten year validity is issued in such cases now
(after cancellation of the current passport - Visas in the current
passport however remain valid) and hence the procedure in 2.1 above will apply.
2.3 Duplicate passport
in lieu of lost/damaged passport : (4-6 weeks)
Note: All applications for Duplicate passports have to be made personally at the Embassy; postal applications will not be accepted.
2.3.1
Affidavit
giving detailed explanation of the circumstances under which the passport
was damaged/lost, along with the Report lodged with the nearest Police Station to intimate loss
of the passport. The Affidavit should also include a declaration that the applicant remains an
Indian national (i.e. has not sought or obtained any other nationality since loss of the previously held passport).
2.3.2 Print-out of online registrtion form
,filled in with prescribed fee (bank draft/postal order) and a photo copy of the lost/damaged Passport.
2.3.3 3 recent passport size photographs.
2.3.4 Copy of Garda (GNIB) Card/valid Irish visa.
2.3.5 Additional supporting documentation may be asked for.
2.4. Change of name in the passport :
Same as new Passport cases, as it requires issue of a new Passport (4-6 weeks).
2.4.1 Print-out of online registrtion form

one year of the birth of the child, 6-8 weeks thereafter. (Registration of birth
is mandatory before the child can be issued an Indian passport)
3.3.1

filled in by both parents along with the prescribed fee(bank draft/postal order).
3.3.2
Passports and copies thereof (of both parents of the child). Name of the spouse should be endorsed in
each other's passport before registration of the birth of the child.
3.3.3
Birth certificate issued by the hospital in Ireland, in original, attested by the Irish
Department of Foreign Affairs and a photocopy thereof (after attestation) .
3.3.4 Marriage certificate of the parents.
3.3.5 3 recent passport size photographs of the child.
For issue of a Passport for the child, both parents should submit a (joint)
affidavit
stating that no other nationality has been acquired or applied for
(for the child) by the parents on his/her behalf, alongwith
Print-out of online Registration form (filled by either parent,
with a thumb impression of the child); photocopies of the Passports
of both parents, Birth Registration Certificate issued by Embassy
and prescribed fee (bank draft/postal order).
Application for Birth Registration and first passport for the newly born child can be made together.
3.4 Registration of Death and for transportation of the body to
India: (Immediate)
3.4.1
Application (to be made by the next of kin/employer of the deceased).
3.4.2 Passport of the
deceased.
3.4.3
Police report lodged, intimating circumstances of the death.
3.4.4
Post-mortem report giving the cause of the death and Death Certificate, issued by hospital/municipal authorities (duly attested by the Irish Department of Foreign Affairs) and ruling out foul play -- in original.
3.4.5
Embalming certificate issued by the hospital/municipal authorities, duly attested by the Irish
Department of Foreign Affairs (and list of personal effects, in case the dead body is
to be transported to India ).
3.4.6 Fee of Rupees 15.00 for registration of death. ( No fees payable for attestation of documents.)
3.5 Attestation of Documents:
Document attestation is done immediatly, on the basis given below.
A copy of the document(s) to be attested and of the Passport of
the individual is required to be submitted in all cases, alongwith,
presentation of the (original) passport. Documents sent by post should
be sent by registered mail and be accompanied by a self-addressed envelope
stamped for Registered Mail, for return post. (Kindly note that this would
be at the sender’s risk - of loss/damage in transit.)
3.5.1
Indian documents:
Documents must have been attested by the Consular Section, Ministry of External Affairs, New Delhi.
3.5.2
Irish documents:
Documents must have been attested by the Irish Department of Foreign Affairs, Dublin.
3.5.3
Other foreign documents:
Document must have been attested by the Embassy of the countryconcerned in Ireland.
3.5.4
Attestation of Signatures of Indian passport holders on documents viz. Affidavits, Power of Attorney, Account Opening Forms etc.:
The Passport holder has to present the passport and sign the documents in the presence of the Consular Officer.
4. Recall Of Indian Passports
Government of India have decided to recall Jumbo Passport booklets (60 pages booklets) bearing series Z-000001
to Z-073000 with immediate effect due to some administrative and technical problems.
This Mission has issued Jumbo passports bearing Nos. between Z-010811 to Z 011103 out of this series.
The holders of these passports are requested to submit their passports back to the Embassy with a
Passport Renewal application, three photographs of size 4x4 cms. with light background showing
frontal view of the face and photocopy of first and last page of the passport.
The application should be preferably made on-line at https://passport.gov.in/nri/
to avoid possible mistakes and then the hard copy submitted, with enclosures requested above,
at the Embassy either personally or by post. The new passport will be issued on Gratis basis
(without any fees) within 40 days; in the interim period, the existing passport can be retained by the holder.
It may please be noted that in a short while, revocation circulars will be issued in respect of
the above passports and holders will face difficulties at immigration counters around the world.
To avoid these potential problems, holders of the above-mentioned passports are requested to
approach this Embassy either in person or by e-mail at indcons@eircom.net at an early date
to set in motion the procedures for issue of a fresh substitute passport.
